Türkiye’den Almanya’ya Göçün 40. Yılında Beklentiler ve Gerçekler

Abstract

Almanya başta olmak üzere Batı Avrupa ülkelerine çalışmak üzere giden Türk işçilerinin bu kadar uzun süre oralarda kalacağını kimse düşünmemişti. Başlangıçta herkes memnundu. Geçen zaman içinde şartlar değişti ve geçici olarak başlayan bu gidiş göçe dönüştü.

Alman tarafı zor da olsa bu göçü kabullenmek zorunda kaldı. Kırk yıl içinde çok çeşitli politikalar ve uygulamalar görüldü. Sonu sıfırla ve beşle biten yıllarda göç üzerine çeşitli değerlendirmeler yapıldı. Önceki yıllarda "geri dönüş" sorunları değerlendirilirken, sonraki yıllarda "uyum" sorunları üzerine yapılan çalışmalar dikkati çekti.

Yıllar geçti, roller değişti. Gurbet vatan olurken, vatan gurbet olmaya başladı. Zaman içinde değişiklik gösteren sorun ve eğilimler ortaya çıktı. Bu çalışmada değişen eğilimler çerçevesinde 40. yıldaki "beklentiler ve gerçekler" sunulmaya çalışıldı.

Over the years Germany had no other choice but to cope with the changing situation of its foreign co-workers. In 40 years different political changes, alignments and changing restrictions towards immigration could be observed. Researches made in recent years turned from subjects like "return to mother country" to "assimilation in the host country".

Years went by, roles changed. When host countries became mother countries, mother countries became foreign ones. It was also evident that with changing times problems occurring and attitudes changed too. With this research we tried to give an idea of the changing perspectives of immigration, build up expectations and its reality lived alive with 40 years.
