İnsani Gelişme Kavramı ve Sağlıklı Yaşam Hakkı

Abstract

II.Dünya Savaşı’ndan sonra sanayileşme ve yatırımların öneminin anlaşılmasıyla birlikte hızlı bir büyüme sayesinde gelişme başarısının elde edileceğine inanılmıştır. Fakat, sermaye birikimi ve yatırımların aşırı önemsendiği ancak insan boyutunun göz ardı edildiği bir gelişme isteği toplumları istenilen hedeflere ulaştırabilecek midir? Günümüzde gelişme göstergesi olarak insani gelişme kavramı ve insani gelişme endeksi ile gelişmenin nitel boyutu toplumların gündemine oturmuştur. İnsani gelişme endeksinin oluşturulmasında sağlık düzeyi önemli bir bileşendir. Bu çalışmada, Türkiye’nin sağlıkla ilgili göstergeleri nedeniyle, insani gelişme açısından benzer ülkelere oranla dezavantajlı duruma düştüğü saptanmış ve sağlık politikalarının gözden geçirilmesi gereksinimine dikkat çekilmiştir.

Following to the World War II, after the comprehension of industrialization and investment importance's, it has been believed that a growth achievement could be reached by a rapid development. However, could the determined targets be reached by the societies while aiming to a development by excluding the human being factor even if the importance to the capital formation and investments has been more focused on? Nowadays, as the development index, the concept and the index of the human development and the qualitative dimension of the development are being placed on the agenda of the societies. The health level is an important component in the constitution of the human development index. In this paper, through the health indices of Turkey of which the disadvantage has been determined in the subject of the human development as in comparison to the similar countries and underlined that the health policies must be revised in Turkey.
