Bu araştırmanın amacı, Açıköğretim hizmeti veren bir üniversitede çalışan ve uzaktan eğitim deneyimi olmayan personelin
uzaktan eğitime yönelik görüşlerinin tespit edilmesidir. Çalışmada personelin uzaktan eğitim deneyimi olmaması ile anlatılmak
istenen seçilen personel grubunun Türkiye'de Açıköğretim Fakültesine sahip kurumların herhangi birinden bir öğretim
programına kayıt yaptırmamış olması ve herhangi bir açıköğretim fakültesi için ders materyali tasarımı ya da içerik
geliştirilmesinde görev almamış olmasıdır. Çalışma nitel araştırma yöntemlerinden durum çalışması ile desenlenmiştir. Durum
çalışmalarında, katılımcılar genellikle birbirlerini tanıyan, etkileşimde bulunan ve aynı çalışma ortamını paylaşan bireylerden
oluştuğundan çalışma grubu için üniversitenin tek bir departmanı seçilmiş ve bu departmanda görevli 4 adet üniversite personeli
çalışma grubuna dahil edilmiştir. Personellerden veriler yarı yapılandırılmış görüşme formu kullanılarak ilk olarak ses kayıt
cihazı ile kaydedilmiş, sonrasında Nvivo 12 programı aracılığıyla tümevarımsal içerik analizi yöntemiyle çözümlenmiştir.
Araştırma sonucunda personellerin uzaktan eğitime yönelik olumlu ve eleştirel bakış açılarına sahip oldukları aynı zamanda
uzaktan eğitim bağlamında görüş ve önerilerinin de olduğu tespit edilmiştir. Personelin özellikle mesleki gelişim amaçlı uzaktan
eğitim araçlarına hayatlarında çok fazla yer verdikleri ve uzaktan eğitime yönelik sahip oldukları olumlu görüşlerin negatif
görüşlere oranla daha baskın olduğu gözlemlenmiştir.; The aim of this study is to examine the opinions of the personnel working in a university that provides Open Education service
and who do not have experience in distance education, means the absence of remote training experience in Turkey and have not
enrolled in a faculty program from any of the institutions with the Open University and also have not been taken part in the
development of course material design or content for any distance education faculty. The study was designed with case study
which is one of the qualitative research methods. The study group chosen from a single department of the university consists of
four university personnel who knew each other, interacted and shared the same working environment. The data from the
personnel were first recorded with a voice recorder using a semi-structured interview form and then analyzed by inductive
content analysis method using Nvivo 12 program. As a result of the research, it was found that the personnel have positive and
critical perspectives towards distance education and also have opinions and suggestions in the context of distance education. It
has been observed that the spersonnel have given a lot of space to distance education tools especially for professional
development in their lives and their positive opinions towards distance education have been more dominant than negative
opinions.

Toplumda dijital dönüşüm Türkiye’nin mevcut öncelikli ulusal hedefleri arasında yer almaktadır. Bu ulusal hedefe ulaşmak için
eğitimin toplumsal işlevinin etkin çalışması büyük önem taşımaktadır. Dünyanın en büyük üniversiteleri arasında yer alan
Anadolu Üniversitesi Açıköğretim Sisteminin Türkiye’de toplumun dijital dönüşümüne katkısı hem hitap ettiği hedef kitlenin
büyüklüğü hem de dijital teknoloji merkezli eğitim anlayışı açısından önemli bir noktadadır. Bu araştırmada Açıköğretim’in
toplumun dijital dönüşümüne katkısının ortaya konması amaçlanmıştır. Bu amaçla 1028 Açıköğretim öğrencisinden veri
toplanmıştır. Elde edilen bulgulara göre öğrencilerin %81’i Açıköğretim Sistemi ile birlikte kendi kendine öğrenme fırsatı
yakaladıklarını ve %74’ü Açıköğretim sayesinde teknoloji kullanım becerilerini arttırdıklarını ve bunun toplumda dijital
dönüşüme katkı sağladığını vurgulamışlardır.; Digital transformation in society is Turkey's priority among the current national targets. In order to achieve this national target,
effective functioning of the social function of education is of great importance. Anadolu University Open Education System is
one of the world's largest university both in terms of the number of the students and use of advenced educational technology.
Anadolu University Open Education System has an important contribution to the digital transformation in society. In this research,
it was aimed to investigate the contribution of Open Education to digital transformation of society. For this purpose, data were
collected from 1028 Open Education students. According to the findings, 81% of the students had the opportunity to learn by
themselves with the Open Education System and 74% emphasized that they increased their technology usage skills through Open
Education and this contributed to the digital transformation in the society.

In this column, our contributors from Bulgaria and Turkey bring us a comparative study of mobile and information literacy among students at two universities in those countries. Privacy-preserving collaborative filtering schemes focus on eliminating the privacy threats inherent in single preference values, and the privacy risks in the multi-criteria preference domain are disregarded. In this work, we introduce randomized perturbation-based privacy-preserving approaches for multi-criteria collaborative filtering systems. Initially, the privacy protection methods efficiently used in traditional single-criterion systems are adapted onto multi-criteria ratings. However, these systems require intelligent protection mechanisms that are flexible and adapting to the structure of each sub-criterion. To achieve such a goal, we introduce a novel privacy-preserving protocol by adapting an entropy-based randomness determination procedure that can recover accuracy losses. The proposed protocol adjusts privacy-controlling parameters concerning the information inherent in each criterion. We experimentally evaluate the proposed schemes on three subsets of Yahoo!Movies multi-criteria preference dataset to demonstrate the effects of the proposed privacy-preserving schemes on both user privacy levels and prediction accuracy for differing sparsity rates. According to the obtained experimental outcomes, the proposed entropy-based privacy-preserving scheme can produce significantly more accurate predictions while maintaining an identical level of privacy provided by the traditional privacy protection scenario. The experimental results also confirm that the novel entropy-based privacy-preserving scheme maintains the confidentiality of personal preferences without severely compromising prediction accuracy.
