Siyasi kültür ile parti İçi demokrasi arasındaki ilişki

Abstract

Siyaset, devlet işlerinin düzenlenmesi ve yürütülmesi bağlamında ortaya çıkan anlayışı ifade etmektedir. Bu anlayışın uygulamadaki temel oyuncuları, kuşkusuz siyasi partilerdir. Toplumlar, yönetişim yeteneklerini siyasi partiler vasıtasıyla sergilemektedir. Siyasi partiler bu anlamda, toplumların siyasi yapısını yansıtan birer aynaları olarak kabul edilebilir. Siyasi partilerin demokrasi anlayışları, toplumdaki değişim ve gelişim süreciyle bağlantılı olarak farklılaşabilmektedir. Parti içi demokrasi de bu değişimden ve gelişimden, süregelen kültürel birikimin izlerini taşıyarak etkilenmektedir. Kültürel gelişmişlik, toplumdaki siyasi kültürün meydana getirilmesinde kendisini hissettiren bir yapıya sahiptir. Siyasi kültür, kültürel gelişmişlikle eşzamanlı yol almaktadır. Günümüzde, partiler içi demokrasinin kurumsallaştığı devletlerde siyasi kültürün, kültürel gelişmişlikle doğru orantılı olarak inkişaf gösterdiği görülmektedir. Demokrasinin, kültürün homojen dağılımı suretiyle geliştiğinden bahisle; parti içi demokrasilerin tatbikinde, siyasi kültürün ve özelikle kültürel gelişmişliğin etkileri yadsınamaz.

Politics expresses the understanding that arises in the context of regulation and execution of state affairs. The actors of this understanding in practice are undoubtedly political parties. Societies demonstrate their governance capabilities through political parties. In this respect, parties can be considered as mirrors of societies. The conceptions of democracy of political parties differ in connection with the process of change and development in society. Intra-party democracy is also affected by this change and development by bearing the traces of ongoing cultural accumulation. Cultural development has a structure that makes itself felt in the formation of political culture in society. Political culture moves along with cultural development. Today, it is seen that in countries where democracy within the parties is at a good level, political culture develops in direct proportion to cultural development. Bet that democracy develops through the homogeneous distribution of culture; in the implementation of intra-party democracies, the effects of political culture and in particular cultural development will not be denied.
