Neoliberalizm tartışmalarına maliye politikası çerçevesinden bir bakış

Abstract

2008 küresel kriz sonrasındaki uygulamalar sosyal bilimlerin birçok alanında neoliberalizm konusundaki tartışmaları tetiklemiştir. Bu tartışmalar küresel kriz sonrasında ‘post neoliberal’ veya ‘geç neoliberalizm’ olarak adlandırılan yeni bir döneme geçilip geçilmediği konusunda yoğunlaşmaktadır. Çalışmanın amacı kriz sonrası uygulanan maliye politikalarını dikkate alarak neoliberalizm kavramı etrafından dönen tartışmaları incelemektir. Neoliberalizm kavramı oldukça geniş bir içeriğe sahiptir. Bu nedenle çalışmada neoliberalizm kavramı eleştirel bir perspektiften ele alınmaktadır. Çalışma neoliberalizm ve maliye politikası ilişkisini kısmen betimleyici kısmen de analitik bir düzeyde incelemektedir. Küresel kriz sonrasında uygulanan politikalar neoliberalizmin yeni bir evreye girdiği yönünde bir anlayışın ortaya çıkmasına yol açmıştır. Ancak, küresel kriz ve mali disiplin politikaları devletin ekonomideki rolünün piyasa için ve piyasa kuralları içinde yeniden tanımlandığını göstermektedir. Bu nedenle çalışma, neoliberal politikaların teorik ve ideolojik yıpranmasına karşın devam ettiğini savunmaktadır.

Implementations after the 2008 global financial crisis have triggered the debates on neoliberalism in many areas of social sciences. These discussions have focused on whether or not there was a transition to a new area called ‘post neoliberal’ or ‘late neoliberalism’ after the global crisis. Purpose of this study is to examine the discussions about neo-liberalism concept, considering the fiscal policies that were implemented after the crisis. The concept of neoliberalism has an extensive content. Therefore, the concept of neoliberalism is discussed from a critical perspective. This study examines the relationship between neoliberalism and fiscal policy at a level partly descriptive and partly analytical. The policies that were implemented after the global crisis have led an understanding that asserts neoliberalism has entered a new phase. However, global crisis and fiscal policies show that state’s role in economy for the market and in the market is redefined. For this reason this study claims that neoliberal policies continue in spite of the erosion theoretically and ideologically.
