Özet
The principal of this study is based on the concept of educational communication. Educational communication includes the character phenomens in terms of communicational approach. In that case, the ones who trains and the one who are being trained are to be mentioned. The communication between the one who trains and one being trained comes into being so as to provide the contribution to the personality. The concept of 'personality' depends on the concepts of 'culture' and 'communication'. Some institutions, that have the responsibility of various cultural bodies such as family or state, reflect to the society by means of personality mechanism. In other words, by the power of personality, culture is transformed from an individual to another, to other institutions and to the society. In sense of their personality and communication, it is transformed from institutions to institutions and from societies. Individuals, institutions and societies aim at achieveing a development by the help of cultural communication and they aim at keeping their cultural personality. In that case, the aim of communication phenomena for people is, in a may, 'personality'. The man is, at the same time, a cultural creature. He, as mell as all the living, in a cultural enviorement in which he finde himself or the one he creates. This is the principal basis of cultural or social phenomens of personality. Cultural or social personality is the focus of an individual, an institution and the societies. The positive or negative development of the personality, naturally, affect the other character constructions. An individual, for example, living and growing within a family, is imposed a personality that is peculier to his famil's own culture. The institutions do the same job in a society. Today, the number of nations equals to the number of national personalities. At the same time, that national personality depends on the cultural construction.
