Avrupa Birliğinin Eğitimde Kaliteyi Belirleyici Alan ve Göstergeleri Açısından Türk Eğitim Sisteminin Durumu

Abstract

Avrupa Birliği’nin genişlemesi ve sürekliliğinin sağlanmasında önemli bir role sahip olan eğitim, Birliğin gerçekleştirmeye çalıştığı politikaların başarısında kilit bir rol üstlenmektedir. Avrupa Birliği, her üye ülkeyi kendi sosyo-ekonomik yapısına uygun modelleri uygulamakta serbest bırakmasına karşın, ulusal sistemler içinde yer alması gereken göstergeler belirlemiştir. Birliğin eğitim alanındaki temel yaklaşımı, üye ülkelerin belirlenen genel ilkeler ve göstergelerle çelişmeyecek biçimde kendi eğitim sistemlerini düzenlemeleri yönündedir. Türkiye, özellikle son yıllarda Avrupa Birliği’ne aday ülke olması sıfatıyla eğitim alanında da çeşitli düzenleme çalışmalarına yoğunluk vermektedir. Bu çalışmada Avrupa Birliği’nin eğitimle ilgili belirlemiş olduğu göstergeler bakımından Türkiye’nin durumu analiz edilmeye çalışılmıştır.

Education, which has an important role in European Union’s expanding and assuring its continuity, is a key factor for the success of the politics that the Union tries to realize. Although European Union frees each member country in applying the proper models for their own socio-economic structure, it has determined indicators that have to take place within national systems. The main approach of the Union is in the direction of putting each member country’s their own education systems into an order not contradicting the general principles and indicators determined. Turkey is giving great emphasis on various arrangement studies in education area with the name of European Union member country. In this study, the condition of Turkey is tried to be analysed from the aspect of indicators European Union has determined related to education.
