2000 Sonrası Türk Tarım Politikalarında Dönüşüm ve Çiftçi Algısı: Kırklareli Örneği

Abstract

Ekonomi içerisindeki yeri ve yapısal şartları nedeniyle tarım sektörü, devlet politikalarının ve destekleme sistemlerinin süregelen konusu olmuştur. Türkiye’de de Cumhuriyetin kuruluş yıllarından itibaren tarım sektörü özel bir ilgi görmüş, koruma ve destekleme politikaları çerçevesinde ele alınmıştır. Bu politikalar 2000’li yıllara kadar birbirine yakın araçlar kullanılarak uygulanmaya çalışılmıştır. Ancak 2000 yılına gelindiğinde, makroekonomik şartlar ve AB, DTÖ gibi küresel aktörlerin etkisiyle tarım sektöründe bir reform projesi başlatılmış ve destekleme sistemi değiştirilmiştir. Yapılan değişimler ile temel olarak fiyat-ürün bazlı destekleme sistemi yerine, alan bazlı ve doğrudan gelir desteği içeren bir destekleme sistemine geçilmesi amaçlanmıştır. Bu çalışma, 2000 sonrası yaşanan bu değişimleri değerlendirmekte ve günümüze kadar olan gelişmeleri ele almaktadır. Bununla beraber, Kırklareli’nde, anket yöntemi kullanılarak gerçekleştirilen alan araştırması vasıtasıyla ortaya çıkan değişimlerin çiftçiler tarafından nasıl algılandığı tartışılmış ve “Çiftçiler açısından bir değişimden bahsetmek mümkün müdür?” sorusuna cevap aranmıştır. Araştırmada, çiftçilerin uygulanan tarım politikalarından genel bir memnuniyetsizlik içerisinde oldukları ve araştırmaya katılan çiftçilerin çoğunluğunun tarım politikalarındaki değişimin farkında olmadığı sonucu elde edilmiştir.

The agricultural sector has been subject of support systems and state policies due to structural and economic conditions. Turkey also has been considered the agricultural sector within the framework of protection and support from its very beginnings. Until the 2000s, sector had tried to be supported by using similar tools. However, on the one hand the pressure of the macroeconomic effects and on the other hand the effect of the global actors encourages Turkey to begin reform project in agricultural sector and support system. The new system is consisting of direct income support and field-based support rather than product and the price-based supports. This study will evaluate the changes experienced after 2000 and discuss developments to the present. Besides this, it’s tried to answer questions as "Is it possible to talk about changes in the policies from farmer’s side?" and “What is the perception of farmers to the recent developments?” according to the survey which held in Kırklareli. In this study, a general dissatisfaction of the farmers for the agricultural policies was obtained. Besides this, results also showed that the majority of farmers are not aware of the change in agricultural policies
